{"id":831,"date":"2021-04-09T19:53:00","date_gmt":"2021-04-09T19:53:00","guid":{"rendered":"https:\/\/www.perepat.com\/?p=831"},"modified":"2021-04-11T04:07:13","modified_gmt":"2021-04-11T04:07:13","slug":"penggabungan-kemenristek-ke-kemendikbud-langkah-mundur-dan-tidak-efektif","status":"publish","type":"post","link":"https:\/\/www.cybernkri.com\/index.php\/2021\/04\/09\/penggabungan-kemenristek-ke-kemendikbud-langkah-mundur-dan-tidak-efektif\/","title":{"rendered":"Politisi PKS: Penggabungan Kemenristek ke Kemendikbud Langkah Mundur dan Tidak Efektif"},"content":{"rendered":"\n<p><strong>JAKARTA (perepat.com)<\/strong>-Rapat Paripurna (Rapurna) ke-16 Masa Sidang 2020-2021 DPR RI, Jum\u2019at 26 Sya\u2019ban 1442 (9April 2021) memutuskan menyetujui penggabungan Kementerian Riset dan Teknologi (Kemenristek) ke Kementerian Pendidikan dan Kebudayaan (Kemendikbud).&nbsp;<\/p>\n\n\n\n<p>Persetujuan pada Pada Rapurna yang dipimpin Wakil Ketua DPR-RI Dr Ir Sufmi Dasco Ahmad SH MH itu menyetujui hasil Rapat Konsultasi (Rakons) pengganti Rapat Badan Musyawaroh (Bamus) menyikapi Surat Presiden No. No. R-14\/Pres\/03\/2021 prihal Pertimbangan Pengubahan Kementerian, dan Pembentukan Kementerian Investasi yang diselenggarakan Kamis.<\/p>\n\n\n\n<p>Menanggapi hal itu, Politisi PKS, Dr H Mulyanto MEng kepada sejumlah wartawan sekejap seusai Rapurna, menyatakan penggabungan dua kementerian itu sebagai langkah mundur dan tidak efektif. Langkah mundur karena pemerintah tidak belajar dari pengalaman sebelumnya. Tidak efektif, karena nantinya tugas dan fungsi kementerian tidak akan maksimal, sebab memerlukan waktu untuk koordinasi dan adaptasi.<\/p>\n\n\n\n<p>\u201cKita pernah berpengalaman menggabungan fungsi pendidikan tinggi dengan riset dan teknologi pada Kemenristek-Dikti. Ternyata pada pelaksanaannya tidak efektif.&nbsp; Kemudian fungsi ristek dikembalikan lagi ke Kemenristek dan fungsi Pendidikan Tinggi ke Kemendikbud. Nah,&nbsp; sekarang Pemerintah mengulangi hal yang sama untuk sesuatu yang sudah dikoreksi dengan membentuk Kemndikbud-Ristek. Tentu keputusan ini sangat membingungkan,\u201d ucap Mulyanto mengingatkan.<\/p>\n\n\n\n<p>\u201cProses adaptasi perlu waktu dua hingga tiga tahun. Pemerintahan Jokowi periode kedua hanya tinggal dua tahun lagi. Praktis, kementerian baru ini tidak akan efektif bekerja di sisa usia pemerintahan sekarang ini,\u201d tukuk anggota Komisi VII DPR-RI itu.<\/p>\n\n\n\n<p>Dikhawatirkan pula oleh politisi kelahiran Jakarta 26 Mei 1963 itu, penggabungan dua kementerian menjadi Kemendikbud-ristek, nantinya perumusan kebijakan dan koordinasi ristek bakal akan semakin tenggelam oleh persoalan pendidikan dan kebudayaan. Juga kerumitan koordinasi kelembagaan antara Kemendikbud-Ristek dengan Badan Riset Inovasi Nasional (BRIN),&nbsp; dan Lembaga Pemerintahan Non Kementerian (LPNK ) ristek yang&nbsp; lainnya.<\/p>\n\n\n\n<p>Mulyanto lebih setuju andai Kemenristek ini digabung dengan Kementerian Perindustrian (Kemenperin). Pemikiran magister dan doktor teknik nuklir alumnus Tokyo Institute of Technology, Jepang itu, penggabungan ristek dengan perindustrian akan menguatkan orientasi kebijakan inovasi yang semakin ke hilir. Terlebih lagi jika dikaitkan dengan&nbsp; industrialisasi 4.0, yaitu tren otomasi dan pertukaran data terkini bidang
